The primary purpose of online petition drives are not to affect the behavior of people in power (the target), but to harvest email addresses for political spam and fund raising by manipulation of people's concerns. This makes them inherently dishonest in their purpose and to be avoided. Nobody, nobody in positions of power, pays attention to online petitions which lack verification controls. Who needs it if you're only collecting email addresses for spam?
