Manure in Back yard yikes!!

My nieghbors had fresh dairy manure  dropped off about a month and half ago. 

When it first came it stunk to high hell and Aurora and I got really sick.  

then it got better and now it worse again. My research tells me its off gassing

sulphite and amniona when it decomposing

Lord knows there are problably some mycotoxins and bacteria as well

I called the health inspector, who gave a courtesy call yesterday.. the neighbor

didn't take it to well

Any thoughts??
