In Venezuela, if you're even standing next to the scene of an accident

moreover trying to help a victim, you go to jail until you can prove

you're innocent-- even if the victim defends you at the scene. No one

in that country ever stops to help anyone in an accident because of it.

This was long before Chavez and I doubt it's changed since he came to

power.
