Doesn't surprise me at all but it certainly didn't start with President

Bush. I believe it's been going on for years and years no matter what the

party. No one wants to stick their neck out and pay out big sums of money to

fix anything. Just ignore it and hope it will all go away AND as long as it

doesn't affect them then they just go blissfully along without a care in the

world.
