I read an article in Building Science about how they put a " sacraficial " layer of

stucco over old buildings. This layer takes the impact of water absorption &

protects the structure. Every few years the stucco has to be redone because it

falls apart. Would this work if the bottom of the foundation (the underground

part) wasn't done or would it make matters worse for the original structure?
