I think they obliged to follow the guidelines...Especially if a tooth needs more deep filling...they use amalgam...No root filling they do for the special needs children, which is good perhaps..In the past my son had dental treatment and they sealed his teeth with non amalgam materials..However he is a young adult now and this is the procedure whether I like it or not! They don't give any choices..That's what I understand... Thank you for your response. I believe northern Europe ,Finland perhaps it is not used anymore.My country in private care you can have whatever you want.If there were no epilepsy and no need for anesthesia I could have tried dental treatment in a dental clinic rather than the hospital..
