The best, and about the only, way to handle this is to create positive pressure inside the house with the greatest pressure in the basement (or crawlspace). Radon type exhaust fans can also be helpful but have to be specifically installed. That's the principle. The actuality is often rather difficult. Also, if you blow air into the house to pressurize it that air will come from outside. So it needs to be unpolluted air. The people along the gulf coast, for example, cannot simply pressurize their house because the air they bring in has the oil and solvents in it. That requires filtration for chemicals (not HEPA) and it only partially works.
