I found that the LEA sat up and listened more once we contacted our local councillor. Unfortunately he turned out to be ineffectual but you may have someone prepared to fight a little on your behalf and then I think they would then listen. Try your MP too although ours did nothing in a similar situation despite the LEA deliberately misleading us and lying to us about the statementing process in order to delay us. I suppose some MPs would help and you can virtually copy the letter to the councillor to save work!
