Awareness hasn't made a scrap of difference, what might work though is the same kind of zero tolerance other minority groups have. I would like to see the bullies get a prison sentence, society needs to send out a strong message that bullying of the disabled will not be tolerated. Newspaper reports say the NHS Trust in Suffolk are claiming things have now improved - but I wonder by how much.
