Tell them that you want a written list of EXACTLY what they need. Get the name, etc., of the person to whom you speak and ask for a specific time frame in which you will receive this letter. Inform him/her that if you do not receive this information within this period, you will be contacting the supervisor and filing a complaint. Of course, if you have a friend who is a lawyer and would be willing to send a letter on your behalf on his/her letterhead, that works even better. Either way, you're right: they hold onto that money so tightly that you'd think it was coming out of their own pockets.
