These days I don't know if they wouldn't stand. For that matter, this administration has a habit of going around Congress and the courts through the czars and bureaucracies. So, if some of these things don't make by law, they could be sneaked in through regulations.

The one thing to remember is that the majority of the bills that are introduced seldom make it to the floor.
