They are saying that historically quakes have been followed by at least one aftershock of one magnitude less than the original quake. This whole series though is interesting. It started with a magnitude 7 followed a day later by a 6. Then the big one hit. Since then the aftershocks have swarmed up and down the coast, some of them getting quite close to the badly damaged reactor, almost like they are drawn to it, though certainly that isn't the case unless there was a previously undetected minor fault going in that direction.
