Heavy corrosion in the steam pipes was making them brittle and prone to failure. Such failures have killed a number of people. This issue didn't seem to concern them very much since the full scan was scheduled for 6 years or so down the road after the troubles were first noticed. The second link I'm not so sure about but the information seems likely. It mentions some of the accidents in Japanese nuclear plants that were either covered up or downplayed.
