The history of this area shows that massacres like this are not uncommon. Rwanda is one example, they also happened to a lesser degree in the Congo, Sierra Leone, Liberia and Ivory Coast. I don't think sending troops will have any effect since Britain and France have sent troops to these regions fairly recently and had little effect.
