You'd be talking about chasing bands of people around the country and trying to

wipe them out. These groups would have shifting alliances depending on who pays

them the most or offers them the most benefits for being part of a side. To get

the country to work together properly, you'd need to own it and clamp down on it

to such a degree that it would exhaust all our resources to do it.
