The latest Gaza-bound flotilla is to depart at the end of June from various European ports. Last year, an Israeli raid on a similar flotilla left nine pro-Palestinian activists dead. Israel said its soldiers were defending themselves. Activists said they were attacked. The officer said Israel has adopted new tactics since then in an effort to limit casualties. He briefed reporters Thursday on condition of anonymity because the military was not making a statement. He insisted that if Israeli troops face a similar level of violence and find their lives in danger again, they " will have to react. " He said such a scenario will most certainly lead to casualties.
