Something to keep in mind is that even though the old Soviet Union collapsed, most of those who had power in government and the bureaucracies were not displaced, at least not for long. They've taken over most of the companies and retaken government at most levels. Some light opposition might be allowed as under the Soviet Union, but it is really just a front and the opposition is part of the machine. This is also happening in many of the former Soviet satellite nations as well.

Putin is effectively sending a warning that if the EU doesn't play ball, Russia will stop the gas supplies again. Its doesn't matter if Gazprom owns the transport system or not if they stop producing the gas or reduce the amount they sell. Besides, even if the split does happen, it won't be long before the same people own the transport companies as well.
