Silos are fixed targets that can be blown up easily, just like happened to Sadaam's fixed launchers in the first Gulf War. But if you put in a silo with a lid that looks like sand, and manage to keep it secret somehow, then you can at least be sure of using them once. And if you launch in the dark, satellite may not be able to pinpoint them, and radar may not even be accurate even if you can calculate a reverse tragectory on the arc of the missle.
