Could be. Maybe they also told him to stay out of the water. Little boys naturally like playing around water and if he had any kind of defiant streak as many little boys do, he might have eventually ended up in deep water.

That could be. There is also the pushing boundaries thing. Kids will sometimes do things like approach the water at a safe distance, then take a little step more then another until they end up in trouble. Adults can do this as well of course.
