I'm not so sure. All it would take is one such incident where the US or other foreign troops opened fire in their own defense. The media would go ballistic with such footage, and you can bet there would be plenty. That would really fire up the antiAmericanism in the region making more attacks likely. Also, if the local armies turn on us, we could see bases getting shelled and attacked by people with training.

I was thinking more about local rioters causing the trouble, or at least starting it. government forces might get involved later, especially if there are casualties.
