The sweep action described here might not be successful. They often aren't. The enemy only has to move out of the way and come back once the sweeping force has left. Also, they are likely only looking for small forces that can blend in with the population. If the population either supports the terrorists or is afraid to point them out, then they could escape notice.

It just goes to show though that these particular terrorists are quite intent on dominating as much of the world as possible.
