I recently read an article, and will try to find it again, about BP. BP has twice lost a fortune in dealing with the Russian government. The Government over there is called a "Gangster Government" where the rule of law and contracts mean nothing. Still they are going back for the third try since they say the US government isn't that much different under this administration. What they mean is how first there was to be no drilling ban after the Gulf Spill. Then there was one but only in part of the Gulf. Then paid for contracts on offshore claims up and down the East Coast were put off limits. Even now when permits are supposed to be being issued in the Gulf again, none have been forthcoming. BP knows the game and is moving elsewhere and taking its rigs with it. Other companies and contractors are doing the same. Brazil in particular is welcoming them with open arms.
