Rather brutal though. If those mercs could shoot straight, they could also aim to wound rather than kill which would also pack the hospitals. By disabling one of the adversaries but not killing them you take additional personnel out of combat to care for the wounded. Two birds with one stone so to speak... It also requires a degree of logistics to transport the wounded to the hospital and the medical care of course. Studies also have shown that one wounded man also takes the fight out of 4 others, at least temporarily. A good leader can rally them again, but good leaders aren't common. The Israelis would take advantage of this during some riots. They would have snipers with .22 caliber silenced sniper rifles. The snipers would pick out the more aggressive ones and the leaders and shoot them in the groin. Seeing their leaders and inspirations drop when no shot was heard, and then not being dead but shot in the family jewels had a quieting effect on the others. In the same way US snipers in Iraq were able to break up attacks on US posts by shooting the more aggressive ones, spotters, and leaders when they could be picked out (and rules of engagement allowed them to be targeted). Seeing their buddies getting picked off at 100 yards pushed them back to 200. Seeing them hit at 200 pushed back to 300 and so on. A small enough post could be overrun, as could a larger one with a determined enemy, but the practice works. In Lybia it just looks like they are shooting everyone. Also, killing off wounded means the state doesn't have to put in any resources to care for them if they become permanently disabled. I honestly do not understand why the genitals would have a greater effect than the head. This may be coming from the perspective of someone that is effectively out of the gene pool, but I would certainly value my brain over my genitals. " If the government has the guns and you don't, no one cares if you're outraged because they can just kill you off. And that is what the government of Libya is doing. You wanna live?
