On one hand the ISI is working with Al Qaeda and also the Islamic terrorists fighting India. This is known and it is only highly level diplomatic stupidity that keeps it from being said on the record. It is also believed that Pakistan had a hand in a number of the terrorist attacks against India including the Mumbai shootings a few years ago and the bombing attack on the Indian Parliament that very nearly succeeded in killing many members of Parliament. On the other hand, Pakistan is supposedly working with the US because other elements of the government are opposed to the Pashtun terrorist who dominate about a third of the country. Remember the assault they launched that nearly reached the capital? It is also likely they are working with the US for continued foreign aid (most of which gets stolen through corruption and ends up in private bank accounts) and military aid so they can cling to power a little longer. As for the nuclear arsenal, they are probably right about it being secure. However, they should simply be warned that if any of those weapons are used against the US, we'll be able to identify it and know it came from them. In that case, Pakistan would be flattened in return. India might get a little upset about the fallout, but seeing their hostile neighbor reduced to rubble would probably be worth it in the long run.
