It is sligtly rude BUT has a sublte cynical humour, maybe irony or satire!

I'm not sure what the original intent was. I'm not sure if it was part of a long poem or a stand alone quip. The original source where I found it implies that it was part of a larger piece but I've not been able to find it. The author lived in the 1600's and wrote a number of other poems.
