I think this is mostly due to government interference in the energy markets, particularly cutting off production and use of fossil fuels in favor of "green" energy sources. In a properly functioning system, higher fossil fuel prices would have meant more coal mines opened and more drilling for gas and oil. This hasn't happened because of regulations and government buying up productive land and putting it off limits. This is happening because of high demand for power that is endangering the generators.
