This happened in the US during the 1980's as well. Part of the cost cutting measures included dumping mental patients out on the street. The result was an increase in the homeless population, drug problems and a rise in crime. This will probably happen again over here.

Already there are plans to put sharp "values" on different patient types and once your value is spent, you've had it.
