Quite probably uncalled for and worthy of charges. However, there are some students in the schools who shouldn't be in the schools in the first place. Some of these kids should be at a specialized facility, not a prison mind you, but a place with teachers and attendants who can spend more time with them.

I know some public schools in the US where there are dangerous students who are what used to be called retarded along with severely brain damaged kids who really need specialized care and not be in a classroom. The problem is that a lot of funding for that kind of care has been cut over the years even as need has risen. I suppose it is easier to cut off these kids and their few families rather than reform Social Security, Medicare, etc. With the right reforms, making those programs viable, as should have been done decades ago, there would be money for the asylums and care facilities. There used to be back in the day when the economy was far smaller than it is now.
