They talk about this off and on every few years. I'm not sure they would actually be allowed to break away and form a new state. They aren't the only ones. Many other places want to divide cities, break counties away from cities, or even secede from the US completely. This usually happens when, as in California, some places have their act together, more or less, compared to the rest of the state and they resent having to support the others. I'm sure there are many states that would vote to kick out certain large cities because they are such disaster areas and money pits.
