Now the question is: could it have been created and applied to the food supply? I seem to recall certain terrorist organizations having plans to develop such a thing and apply it in small amounts to the Western food supply. The objective wouldn't be to create mass casualties but to create fear from a few small outbreaks, to make the people afraid of their own food. Only a couple of minor attacks like this per year would be enough to accomplish this.
