That's a rather short range for the missile. However, if it is meant to be air launched, the plane could fly much further to deliver it. Flying out low over the ocean then back to the Indian coast could put a lot of India in range, particularly if the pilot were willing to make a one way trip and fly outbound until the tanks ran dry.
