They have done this for the same reason the African Union hasn't allowed force to remove Mugabe: they fear they will be next.

Truth be told I think we should be backing some of these regimes in order to keep the oil flowing. Might not be the moral high ground but it is practical necessity. Had we pursued a decent energy policy these last 40 years this wouldn't be an issue and we could let the chips fall where they may. However, that didn't happen and now we have to deal with the world as it is. And that fact is we need cheap oil for some time to come and we should secure our sources while working on serious alternatives at home.
