Also since it is often the mothers who may be responsible, the system gives them benefit of the doubt calling the drownings accidental. Aside from that, as the genetic tests come more online for Autism and other things and the limitations that will be coming regarding health care, I think we'll be seeing a lot of selective abortions and maybe even a coincidental spike in the rate of infant mortality regarding those fetuses deemed undesirable by the state as costing too much over the course of their lives.
