The high pay increase of could mean there is discontent amongst the troops. Perhaps the increase is to keep their loyalty in case they are sent after protesters, which is increasingly likely.

Also, there is some evidence that the US economy is under a long-term attack that started in 2007 and is continuing even now. China is one of the suspects along with Russia and some other countries, although I wouldn't put it past certain private entities with vast wealth as well. Keep in mind that in the last decade or two Chinese military planners had considered using an economic attack to take down the US, so they have been studying how to do it without getting caught. They might be doing it as punishment for our debasing the dollar and the value of out debt they hold. Some reports have said they have already used our debt as leverage against us a few times and currently they are pushing their currency on the global market as an alternative to the dollar.
