I thought they were really popular? Why are they thinking about an armed struggle to keep power?

Over the years, Chavez has both disarmed the masses but also armed his supporters and some of them are as vicious as Che. If those fanatics are turned against the "enemies of the revolution" then it could likely be a bloodbath. That is how leftist revolutions end up, just like the French Revolution, the Haitian Revolution, Stalin, Pol Pot, Mao, and others. We might need some of our Marines over here to secure those oil fields rather than threatening Syria and Libya.
