That's hysterically funny. Its very typical though whenever foreign aid is poured into a country. The elites will loot. Most of that money will never be found, what was bought with it never repossessed and the guilty won't be punished. I wonder how many American or NATO troops were killed or injured by guns and bombs paid for with that money?
