Ultimate - GB 4000 foot pads wet or dry?

Does anyone know if the cotton covers on the foot pads (connected to the

Negative outputs) of the Ultimate GB - 4000 frequency generator are supposed to

be used wet first or used dry? The instructional video shows only the cotton

covers on the hand cylinders being wet prior to using.

There is no conductivity with a dry cloth
