First of all, the light is not fluorescent as I think you are using the term. Tubes on all rife-type devices contain one or more noble gases (the type of noble gas depends on which manufacturer's machine is being used). When ignited, the gases produce plasma. Modern frequency devices operate on two levels: disabling microbes, and helping to normalize tissue function in the body. This is the short answer. Of course, the effects of this technology vary, depending on the person. I used to have an older model of the unit you possess. I successfully cured one of my dogs with Lyme, using the equipment. There are numerous studies regarding the effect of of pulsing electromagnetic fields which induce changes in tissue at a cellular level. Some fields induce cells to increase respiration, some fields induce cells to decrease respiration, some fields up regulate inflammatory response some fields down regulate inflammatory response. I the case of carpel tunnel some or all of the above could be beneficial in reducing the symptoms. I would through in some other suggestions: cod liver oil (Calrson's) and check your magnesium status... 2. Most current rife types of equipment do operate in this range but they use a square wave for output which creates the harmonics which include the much higher frequencies you list 3.
