That's why you need to talk to them. I know this because they messed around with me until the program that counts quarters didn't have any money left, so I had to go on the one that just looks at poverty. They will steeer you to the program that is appropriate, but don't wait too long because the work credit program is way better, if they will let you on it. Also, if you have no work credits but are married, they will give you money based on your husband's.
