Question about success based on test outcomes

I've been curious about this and trying to word it so its understandable.

Ok, sometimes agencies hire 2 or more people at a time. Take this scenario:

Person #1 scores highest on written and oral and zero prior experience.

Person #2 scores second highest and has a sister-in-law who works as a

secretary in the department.

Person #3 has prior experience (at least 3 years) and scored third in tests

but knows what they are doing -- except for policy differences can sit down

and run the radio with no problem.

Who do you put on the radio first? Does a higher score on a written and oral

test truly equate, in your experience, with doing a better job than someone

who scored a little lower but has prior experience?

Ok what about just higher score -- say 3-4 points with no prior experience --

is there really a difference in performance or chances for success?

I wondered about this at my old job when the 3 highest scorers on their

written test -- 1 left before finishing radio, two went to straight call

taker positions and they had the highest scores. The people who ranked 2 and

3 went furthest in radio.

If there's no time to go through each scenario short question: do highest

scores rate with highest success in completing training and retention in

other agencies compared with someone who scored a little lower.
