I'd suggest a commercial tutoring center. I know you mentioned " tutors "

but these commercial tutoring centers seem to specialise in helping kids

catch up with homework, more so than individual tutors.

To the kid, it's similar to having someone help xem with homework, but it

does afford 1:1 learning. The school would probably go along with any

homework modifications they suggest, because it reduces the teacher's

workload.

elementary school (may be too elementary for your kids):
