Packing Records & NCIC (NOEX)

By all means... pack the NCIC record, however the miscellaneous

field is not the place to do it. There are fields for almost

every thing you would need... scars, marks, tattoos..

fingerprints, other state CHRI numbers... there are many

ways to " pack " the record and NCIC highly recommends you

do so.

I also believe they discourage putting bond amounts etc in

the misc field, but I'd have to check the NCIC manual to be

sure.

As for putting local wanted in NCIC, including NOEX so other

departments know you will not extradite.. According to how

you are doing it.. it " MAY " be an NCIC violation.

Here's my understanding from the training I received in

Indiana.

There are three ways to enter some one as wanted.

Class 1 - You will extradite from anywhere in the United States

Class 2 - You will extradite, but only from a certain area,

surrounding states, 1072 miles, etc. (grin)

or Class 3 - Which enters the subject in your state computer

files only. (this may apply only to the way we

do it in Indiana)..

I do not believe there is a proper way to enter someone as

wanted when you will not extradite... simply putting NOEX

in the MISC field would not change that.

Each agency needs to check this. If you are making entries that

are improper.. It may cause a problem come audit time.
