I reply this is confusing, to me, as if you had a rear ended (on the freeway say in the #1 lane (I'm using the I-10 Freeway(Santa monica Freeway portion( as example, you are bound to have someone else run into you.. and also the I-10 also have AIS sites which are for that purpose, plus I think the officers can figure out who was at fault even if the cars are pulled off the road..
