TERMS OF REFERENCE Human Development Resource Network (HDRN) Position: Manager Duty Station New Delhi Duration: 2 years (with possibility of extension) Remuneration: Negotiable Starting date: October 10, 2005 Background State of the art knowledge and appropriate technical resources continue to be one of the challenges in responding to the growing HIV/AIDS epidemic in Asia Pacific. As the countries in the region are in different stages of the epidemic ranging from low prevalence to generalized, learning from one another and optimizing the sparsely available technical and human resources have immense practical value in bridging the gap between knowledge and practice. Over the last several years, the region has generated considerable knowledge, expertise and best practices that need to be synergized and channelised to help strengthen the responses. An issue of equal importance is the inability of the HIV/AIDS stakeholders including Governments in the region in acknowledging the centrality of PLWHA in the responses to HIV. To address these challenges, the HIV and Human Development Resource Network (HDRN) has been set up in New Delhi with support from the Indian Network for People Living with HIV/AIDS (INP+) and UNDP to harness and make available the knowledge and expertise in Asia Pacific to a wide range of stakeholders across the region. It serves development organizations, bi- and multilateral agencies, UN agencies, PLWHA groups and their networks in the region by providing a range of services such as technical support for strategic planning, programme formulation, M & E, GFATM processes; capacity support to PLWHA groups; design and implementation of advocacy campaigns, public information materials, production of films, publications and multimedia products; ICT enabled services to bridge the digital divide; research and training and Corporate Social Responsibility. Duties and responsibilities Working under the overall supervision of the Executive Director and in close co-ordination with the team leaders, the incumbent will be overall responsible for the day to day management of the organization and its programmes. Specifically s/he will be responsible for the following: 1. Providing strategic guidance to the organization?s functions in accordance with its vision. 2. Reviewing and providing support for budget plans, work plans and overall administrative management. 3. Facilitating development of reporting systems and ensuring timely reporting to the partners and the Governing Board. 4. Managing human resource issues, including organizational discipline and staff performance review, providing feedback to staff for performance improvement 5. Ensuring compliance with appropriate laws and regulations 6. Providing technical support to the different teams, with special focus on the capacity building team 7. Networking with donor agencies for fund raising and generating new projects 8. Ensuring overall quality and timely delivery of services in accordance with the contracts with various partners. 9. Providing oversight in development of contracts. 10. Providing feedback to the Executive Director on staff and organizational issues. 11. Providing support to the Executive Director in financial management and procurement of goods and services. 12. Undertaking any other activities as desired by the Executive Director Qualifications, skills and experience required 1. Advanced university degree, preferably in social sciences, social work, management. 2. Minimum 10 years experience in development practice with at least 5 years in a progressively senior managerial position in reputed organizations 3. Proven skills in management, conflict resolution and team building 4. A sound understanding of budgets, workplans and organizational development issues 5. Excellent written and verbal communications skills 6. Experience in proposal development for fund raising 7. Knowledge and understanding of HIV/AIDS preferred 8. Experience of working in Asia Pacific with international organization, an added value 9.
