The national AIDS programme continues to be dominated by government-run machinery. Establishment of AIDS control societies is just an extension of government bureaucrasy. Involvement of civil society is just for the sake of cosmetic requirement. The scores provided to civil society involvement is exagerated. 2. Where did the Futures group get figures that NGOs in India deliver ART to 50,000 patients?? Is this an outcome of group discussion or any sound research methods were used?? 3. In terms of care and ART, most of this occurs in India in the private sector. Unfortunately, there is no mention of private sector in the evaluation form. There are more patients receiving ART through private sector then one would imagine. It seems that evaluation of UNGASS implementation is directed more towards Africa rather then Asia. The realistic rating of UNGASS implementation in India can be best termed as " disaster " . I hope some good NGOs in India would blow the whistle on this scam.....
