Background The United Nations World Food Program will undertake a 21-month nutritional intervention for people living with HIV and AIDS in Bihar that will be implemented by Nazareth Hospital in Mokama, Patna District. The aim of this project is to contribute to the fight against HIV and AIDS in Bihar by integrating a nutritional component into care & support services provided by Nazareth Hospital to people living with HIV and AIDS and their family members. The specific objectives are five-fold: 1. Enhance the nutritional intake of people living with or affected by HIV/AIDS who regularly utilize health services provided by Nazareth Hospital; 2. Improve quality of life of people living with or affected by HIV/AIDS who regularly utilize health services provided by Nazareth Hospital; 3. Increase regularity of visits of people living with HIV/AIDS to Nazareth Hospital for medical treatment; 4. Build the capacity of Nazareth Hospital staff to deliver nutritional services (e.g. nutritional support, education and counselling) to people living with HIV/AIDS; 5. Demonstrate to Bihar State AIDS Control Society (BSACS) and its partners (especially Bihar Network of Positive People (BNP+) how to integrate a nutritional component into care & support services provided in a clinical setting for replication in other medical facilities. In order to achieve these objectives, the project will require the services of an experienced Project Coordinator who would be employed by Nazareth Hospital in Mokama, Patna District for the duration of the project (21 months). Duties & Responsibilities: • Oversee day-to-day implementation of the project and ensure smooth and timely completion of planned project activities; • Develop an implementation plan & budget, results-based M & E plan, and capacity building plan based on findings from the needs assessment in consultation with Nazareth Hospital, WFP and Bihar State AIDS Control Society (BSACS); • Develop a strategy for involving people living with HIV/AIDS (especially members of Bihar Network of Positive People (BNP+) in project implementation; • Design and put in place a mechanism for storing, distributing, and tracking food for beneficiaries in consultation with Nazareth Hospital; • Organize and facilitate trainings for staff of Nazareth Hospital, BSACS and BNP+ with technical support from WFP; • Coordinate the needs assessment and project evaluation and assist the project nutritionist in the design of operational research to assess impact of nutritional supplements on quality of life and nutritional and health status of people living with HIV with technical support from WFP; • Document best practices / lessons learned for sharing with all stakeholders; • Meet with government officials to advocate for the inclusion of people living with HIV/AIDS in food-based government welfare programs (e.g. PDS) as well as the integration of a nutritional component in HIV/AIDS programs; • Liase closely with project focal points from WFP Country Office, Nazareth Hospital and Bihar State AIDS Control Society to ensure smooth and timely project implementation; • Supervise the Project Nutritionist and the Project Assistant; • Handle accounts and prepare monitoring and financial reports for submission to WFP Country Office at monthly, quarterly and annual intervals. Educational Qualifications: • Bachelors degree in related field • A Masters Degree in related field (e.g. Public Health, Social Work, and Nutrition) Experience • Minimum 3-5 years professional experience in program management/ coordination Essential Knowledge and skills • Demonstrated ability to plan, cost, implement, and monitor health programs • Knowledge of HIV/AIDS • Ability to organize and facilitate workshops and trainings • Excellent communication and inter-personal skills • Superior problem solving skills and ability to work as a team player • Good writing & documentation skills Desirable knowledge and skills • Knowledge of nutrition • Familiarity with UN system • Knowledge of local culture Languages: • Fluency in speaking, writing and reading Hindi and English. Duties & Responsibilities: • Supervise the distribution of nutritional supplements (Indiamix) by project Assistant to clients and ensure the quality of the blended food and the appropriateness of the ration size; • Counsel HIV+ clients on good nutrition, hygiene, and consumption/preparation of Indiamix during their monthly visits to Nazareth Hospital to pick up rations and have their nutritional status monitored; Technical support to be provided by WFP; • Measure, record body weight and monitor the nutritional status and quality of life of HIV+ people who receive nutritional supplements using standard nutritional assessment tools (e.g. weight for height), serum assessments of haemoglobin and lipid profile, and Quality of Life assessment tools; Technical support and training to be provided by WFP; • Maintain client files containing information on nutritional status, quality of life and morbidity; • Coordinate the development of a module for training care givers on the nutritional requirements of people living with HIV and AIDS based on materials developed by WHO, FAO, FANTA. Technical support to be provided by WFP; • Coordinate the development of a training manual on nutrition for PLWHAs for teachers in the School of Nursing at Nazareth Hospital. Technical support to be provided by WFP; • Participate as a resource person in trainings organized by the Project Coordinator on appropriate nutrition for HIV+ people and their family members for care givers at Nazareth Hospital and several representatives from BSACS and BNP+; • Give recipe demonstrations using Indiamix to members of HIV+ support groups and care givers at Nazareth Hospital; • Prepare monitoring reports for submission to the Project Coordinator; • Support the Project Coordinator in other areas of project implementation. Educational Qualifications: • Bachelors degree in related field • A Masters Degree in Foods and Nutrition is desirable Experience • Minimum 3-5 years of professional experience in clinical as well as public health settings • Experience working with people living with HIV and AIDS Essential Knowledge and skills • Knowledge of HIV/AIDS • Demonstrated ability to organize and conduct training for care givers • Good client counselling skills • Excellent communication and inter-personal skills • Excellent problem-solving skills Desirable knowledge and skills • Research experience • Knowledge of local culture Languages: • Fluency in speaking, writing and reading Hindi and English.
