They think they need to employ a superman who has all the answers and gets everything done and takes total control. In HIV as well as in Industry we need competent followers as well as competent leaders because such has been the movements of global organisation that no one person can ever hope to be competent in all areas of the tasks let alone be certain about the focus testing that is essential to ensure that the program fits the needs and expectations of the service users. While funding providers continue to fund NGO's to deliver services according to a preconceived notion of correctness and accountability to the fuinding bodies and pays scant attention to the outcomes there will always be the neccessity to head hunt experts which is what forces the salaries upwards. Cost benefit analyses and audits can often highlight weaknesses and only when the community sector gets the funding and buys the services it needs from the NGO's it knows and trusts will we see better outcomes.
