EX: will cut a 5 in. straight line with preschool scissors 4/5 opportunites by January 2009. vs. will cut a 5 in straight line with preschool scissors 4/5 opportunities 3 times a week for 4 consecutive weeks. They say that they don't have to be specific, because the teachers or instructors don't have time to collect that much data. It is too much. So It was removed by law.
