I don't mean to speak for Jan but not all recipients are " poor me " people

either. There is fraud in every entitlement program and I feel Jan was just

pointing out how the program can be abused. Fraud busters and/or programs

needs to be in place in every entitlement program. I feel if someone can

smoke they can afford to take that money and spend on food and housing and

care for their children. In our local hospital they are refusing to hire any

new employees who smoke.
