Tracking device for people with disabilities

I have been trying to find a device that my daughter could wear that would permit her to be tracked

remotely. I thought there were implantable chips (oouch!) which would have the benefit of not being

able to be removed. However, I have been told that the implantable type are not available because they

have not been approved by the FDA. Further, it seems that other devices (like ankle bracelets) are

available but the monitoring must be done by a "service"......in other words, the parents cannot monitor the child's movements. Does anyone know of any company that provides any service along the lines that

I am thinking of. Monitored by parents preferred, but at this point, will consider monitored by a service.
